I've Been Trying to Reclass for Over 6 months now. I have been told twice a week every week there are 0 class seats for the plethora of MOS's I'm interested in. Someone directed me to ATTRS course catalog and there are class seats within range. Does retention operate on a different system or is ATRRS precise?

You just aren't understanding what ATRRS is telling you. The course catalog tells you when the class is, the prerequisites, and how many seats there are. What you don't see is that ATRRS courses have quotas. Class seats are a finite resource. They are divvied up to different groups with 95% of those class seats going to Recruiters. Many MOS's never release ANY class seats to reclass, or only release a couple of class seats a year.
Your Career Counselor is using the correct information to display the the available class seats we can take. The simple fact is that there just are not a lot and the one you want will probably be gone from one of the other 1000 Career Counselors in the Army working hard to get their Soldiers a new MOS. If you want to reclass, either open yourself to more MOS possibilities or make yourself more eligible for other MOS's by raising your scores and getting a clearance. Otherwise you're just one of ten thousand other Soldiers trying to get one single class seat

Is it solely a waiting game? I've asked for seats for 15+ different MOS's all under strength and mine being over strength. I have a 110, a flight physical, a DLAB, and a clearance. It just seems the odds aren't in my favor.

SPC (Join to see) it's not a waiting game. It's first come first serve. You might wait for years for some MOS's that will never release a class seat. If they release 10 class seats today, the first 10 requests HRC opens will get them. If the Army isn't hiring for those MOSs then they just aren't hiring. If they don't have class seats, HRC can't make them appear out of nowhere. Requesting 15+ MOS's doesn't mean a lot if they're MOS's that don't have a lot of class seats. I can name 20 MOS's right off the top of my head that don't have seats on almost any given day. You know when Amazon Prime has those Prime lighting deals around Christmas and those things sell out in minutes? A lot of times it's like that.
Expand your list to more jobs you're willing to accept, anything is better than staying a 91E much longer because soon you'll be too close to RCP to reclass.
Here are some good options that you have a reasonable chance of receiving:

15C, M, Y
17E
25B, N
35L, M
31D
46S
68L, V, W

Not every one of these will have class seats all the time. But all of these you have a reasonable chance to believe will be able to request and get one over the course of a year.
Unless you're overseas, then you're screwed. It's damn near impossible to find a class date within six months of your DEROS
