I’m just tying to find out if I am out of regs if I wear my cold wether OCIE or wet weather gear that is still UCP?

If this gives you any indication, I still have the UCP patterned ACH cover. With the UCP patterned LBV. And I wear that with my OCP uniforms.

The answer to your question (yes I know it's old and I know you have been answered multiple times) is "we are unsure". The message everyone cites went active on 11 October 2019 with the wear-out date for UCP ACU's and PTs of 31 October 2019 and has been expired since 03 October 2020.

It also doesn't help that no following ALARACT or guidance for OCIE (OCP, UCP, and OEF-CP/M) has released in order to "SUPERSEDE" or "REPLACE" ALARACT 071/2019, and I'm replying on 11 March 2023... with UCP and OCP equipment on my CIF OCIE Clothing Record to date as well.

Way Forward: What I plan on doing is printing out the ALARACT message and highlight the expiration date of the message, print out the APD record detail for ALARACT 071/2019 and highlight the "INACTIVE" status, build an MFR detailing the issue and requesting turn-in and reissue of gear signed by my CDR, and have my Soldiers and I turn in our "old" equipment to the post CIF and have OCP equipment issued so that we don't have to have this issue going forward.

3. (U) THE CTA 50-900 DIVIDES CLOTHING AND INDIVIDUAL EQUIPMENT IN TWO CATEGORIES: PERSONAL AND ORGANIZATIONAL.
3.A. (U) "PERSONAL CLOTHING" INCLUDES MILITARY-TYPE CLOTHING AND CLOTHING OF A PERSONAL NATURE, SUCH AS HEADGEAR, UNDERGARMENTS, FOOTWEAR, SERVICE UNIFORMS, AND COMPONENT ITEMS. THE OPERATIONAL CAMOUFLAGE PATTERN ARMY COMBAT UNIFORM, TAN 499 (COYOTE) UNDERSHIRT, TAN 499 (COYOTE) RIGGER BELT, AND COYOTE COMBAT BOOTS ARE EXAMPLES OF PERSONAL CLOTHING.
3.B. (U) OCIE INCLUDES MISSION ESSENTIAL ARMY-OWNED PROPERTY (THAT IS, FIELD GEAR) LISTED IN CTA 50-900 TABLES 4, 5, 6, F-1, G-1, H-1, AND J-1. ALL OCIE ITEMS ARE CONSIDERED ACCOUNTABLE PROPERTY, REGARDLESS OF ACCOUNTING REQUIREMENTS CODE. CURRENTLY THE CENTRAL ISSUE FACILITY ISSUES OCIE ITEMS TO SOLDIERS AND MAINTAINS ACCOUNTABILITY ON AN AUTOMATED SYSTEM OF RECORD. EXAMPLES OF OCIE ARE THE ARMY AVIATION COMBAT UNIFORM, EXTENDED COLD WEATHER CLOTHING SYSTEM, ARMY COMBAT HELMET, AND FIELD PACK.

4. (U) WEAR-OUT DATE.
4.A. (U) WEAR-OUT DATE GUIDANCE WAS ORIGINALLY CITED PER PARA 4-1 AND APPENDIX E OF REFERENCE B AND ANNOUNCED IN 2015 PER REFERENCE 1.D ABOVE. AS A REMINDER, 30 SEPTEMBER 2019 IS THE PERSONAL CLOTHING WEAR-OUT DATE FOR THE UCP (“DIGITAL”) ARMY COMBAT UNIFORM. SOLDIERS ARE NO LONGER AUTHORIZED TO WEAR THIS UNIFORM OR ITS COMPONENTS (THAT IS, SAND UNDERGARMENTS AND BOOTS) AFTER 30 SEPTEMBER 2019.
4.B. (U) THE REQUIRED DUTY UNIFORM FOR ALL U.S. SOLDIERS WILL BE THE OPERATIONAL CAMOUFLAGE PATTERN ARMY COMBAT UNIFORM, EFFECTIVE 1 OCTOBER 2019.
4.C. (U) OCIE (THAT IS, FIELD GEAR) HAS NO SPECIFIC WEAR-OUT DATE. SOLDIERS ARE AUTHORIZED TO WEAR OCIE IN ALL THREE CAMOUFLAGE PATTERNS: UCP/DIGITAL, OPERATION ENDURING FREEDOM CAMOUFLAGE PATTERN/MULTICAM, AND OPERATIONAL CAMOUFLAGE PATTERN. AS UCP/DIGITAL OCIE ITEMS BECOME UNSERVICEABLE AND THE ONHAND INVENTORY IS DEPLETED, OCP OCIE ITEMS WILL BE PROCURED AS REPLACEMENTS. EXAMPLES OF OCIE ITEMS CURRENTLY ISSUED IN UCP, OPERATION ENDURING FREEDOM CAMOUFLAGE PATTERN/MULTICAM, AND OCP INCLUDE, BUT ARE NOT LIMITED TO, THE ITEMS IN THE ATTACHMENT.

Yes, it is still authorized with OCIE, just not with uniforms. Your UCP wet weather tops and bottoms should have already been collected from you from your Supply Sergeant. Most CIF's, to my knowledge, have OCP tops/bottoms now. With other OCP TA-50 items your state/ base CIF has to order and the wait time is crazy to even get that stuff in. This is to my knowledge from Alabama National Guard CIF.
