I am in USAREC and was informed today that my COC is trying to curtail me bc my MOS is over strengthened in USAREC. I ets in November and am not re-enlisting. I will start Terminal leave in September. With them using the curtailment on me it would put my window to PCS from October of this year to January of next year with the new system that the Army implemented. Obviously that would not allow me to complete the required SRR time. So can I sign a DEC Statement even if they try and PCS me earlier than this?

I mean this as politely as possible, you have no idea what you're talking about. Everything you've basically said is incorrect. That's OK, because you're not staying in so there's no need to explain it all.
What you do need to know is that if you ETS in November you will ETS from your current location. You probably won't be placed on assignment before then. But IF you are placed on Assignment your Career Counselor will contact you and you will sign an Initial Term Statement and ETS in place

SSG (Join to see) the SRR for PCS to a CONUS location is two years from the report date. You will have to reenlist or sign a declination and continue with your transition

Your timelines are all over the place. Do you have approved terminal leave? If the answer is no, then there isn’t really anything you can do. Is your ETS this November? If they curtail you, which they can at the BN level, you can move as long as they give you 30 days notice
