Members of Congress took a trip secretly financed by a foreign government. How is this an ethics violation and not a violation of law?

This really doesn't surprise me.  With what we have in Congress today, caring nothing about anyone but themselves this was bound to happen.  They have placed themselves on a plateau above everyone else.  They are not there for the people, they are there for themselves.
