Where can I find a senior promotion packet? Can I submit a E-7 packet without ALC, due to covid?

Here are the steps that happen. Long before the centralized board convenes, there is a notice sent out as to who is going to be looked at in regards to DOR, TIS, TIG, etc. ceiling. For example, the board can choose to review all SSGs with a DOR ceiling of 20200305. Anyone with a DOR of that date and earlier are going to get reviewed. Anyone with a DOR after that date will not get looked at. THEN.....all the commands will then take the guidelines and scrub their rosters. A RED REPORT is then created for everyone that can be looked at. This report shows everyone that eligible to be looked at and whether or not they WILL be looked at based on the requirements....APFT/ACFT, HT/WT, Required PME Complete....basically GREEN across the board. If you are RED in any of the categories on the RED REPORT....you will NOT be looked at until you get those items GREEN before the deadline given.

As long as you are GREEN and meet all the other requirements the Board sets, then all you need to do is make sure your ARB/ERB is squared away as much as possible. Then you sit back and wait.

Again, if you are not GREEN across the board, you will not be looked at.

Basically, until you have all PME phases complete, you therefore ineligible for promotion consideration.

You are not eligible for consideration for E7 without both ALC and DLC 3 complete.

The rest of the answer is, centralized promotion boards look at documents that should be in your iPERMS, as described in AR 600-8-19 Ch 5, assuming you are TPU.

The COVID exemptions for temporary promotions are for those eligible for consideration (E6 with ALC and DLC 3 complete) can accept a promotion and pin on E7 with an approved exemption and a time limit to complete SLC for that promotion or reverting to previous grade.
