I am in my window for my reenlistment but I want to reclass to a 68L are there any prerequisites , and what can I get ahead of time to build my packet? I am an 11B.

Yes you need several college classes, a 107 GT, 101 ST, and you may not be promotable. You will need to have about 4 years or less in the Army to be able to reenlist without busting RCP.
Most importantly, there must be a class seat available at the time and strengths must support, meaning HRC needs a 68L more than an 11B at the time of request.
Definitely have a backup plan. It's not an MOS that has a lot of class seats and 11B has been under strength for SL1/2 for some time now

I have a 139 GT and a 130ST, the only thing I am worried about is the time. The back up plan in reenlistment for Germany or Hawaii. But I would like better job offers outside the military.

SGT (Join to see) don't worry about your job offers outside the military, worry about doing a job you'll enjoy. No matter what job you have you're going to want/need advanced schooling and technical certification after the military and prior to being competitive with your peers. Never, ever, pick a military job because you think it will be a good career after the military. Pick it because you enjoy it. If you pick it because you think it's a good psot military job one of two things will happen. Either, you enjoy it and stay in the Army, or you hate it and get out of the Army and never want to do it again.

Requires general education or CLEP tests before being allowed to go to MOS school. English, math, etc.. I don't have exact list but you can check out schoolhouse website WWW.METC.MIL

SGT (Join to see) the schoolhouse website is not where the prerequisites are listed. They are listed in the ATRRS course catalog and the DA Pam 611-21 chapter 10C
