AR 600-8-22 is your reference. The standard is the recommender must be senior in grade OR a person that has first hand knowledge of the actions being recognized.

Partner with a seasoned Adjutant, CWO or even XO for help. It doesn't hurt to tip the CSM off either, that you really like Bill, Bob, or Joe. You are not expected as a Wobbly 1 to be the duty expert on staffing awards, proposals etc. They have more experience with wordsmithing, and can smooth up your draft before it enters the pipeline, enhancing it's ability to pass muster with approval authority. They can change happy to glad and embellish what you write, if you ask.

We went from legal pad bullets to XO to smooth in about 2 hours afloat off Haiti. The CMC Gen. Mundy was due in by helo, and it was presented to a LCpl from our Platoon by Gen. Mundy. Flight deck formation on amphib. That's not the norm for your question, but shows the process. In previous conflicts GOs and COs pinned them on after the battle and delegated it to staff to document, up to their award level authority.

I believe it is anyone witnessing or having knowledge of the act can write the SM up for an award. The level of award is where the approval authority changes but anyone can submit for it.
