Accountability: Why does tracking government spending have to be this difficult?

Well, consider this. If they don't know what or where they are spending for, how can anyone else have an easy task in trying to figure it out?

Bureaucratic red tape!

Because they don't believe in transparency so the voters/tax payers can see what's really going on.
