I’m in the National Guard and have met my minimum obligation. I’m trying to transfer to the IRR for a few years, do PME or IMA, and then rejoin the ready reserve in the future. However, my S1 is saying that the IRR is only for officers who didn't meet their MSO. Because I have, I have to be drilling or resign my commission both in the National Guard and as a Reserve officer—essentially putting my commission in a shredder and calling it quits permanently. That doesn't sound right to me, but is he correct?

nope. I've known several guard/reserve officers who did some time in the IRR and then came back to active drilling status.

Once you've completed your contractual obligation, you have the freedom to move. Whatever that means for you - IRR, IMA, Reserve, etc. You can even sign a new contract with a bonus, if available, when you are ready. It may be difficult to do PME while in the IRR. I was in for 2 years with no communication.
