Long story short I moved to Georgia over 4 months ago and haven’t been helped by the units out here to make the switch.

I’ve been told there’s no more slots, haven’t been called back, and have been given disconnected numbers to call commanders first sergeants etc. The retention and career counselors in middle Georgia have been no help and I would like to file a complaint. I’m still being asked about PHA and other things from my unit in Texas and they’ve made no effort in trying to assist with this process blaming it on COVID. Please let me know what I can do or who to talk to. Thanks

Since you think you know everything, lets take a stab at certain aspects of your story.

First, if you are still being asked about stuff in Texas, its because you are still on there books and have not been accepted by a unit in GA.
Second, you are required to obtain an inter-state transfer before just up and leaving. When you left, you assumed risk and are now responsible to report to your training in Texas or risk being separated.
Third and the most important of all, there are 0 E4 91B slots in any US Army Reserve unit in Georgia. Source: FMSWeb

Army Reserve does not have to do an interstate transfer like you do in the Guard, it's more like a PCS move in the Active Army to transfer TPU to TPU. There is no change in Command since they are still Army Reserve.
I would suggest that she start talking to the Retention people in Georgia, they would be the most familiar with openings in the state.

So for expectation management, you're about to have a whole series of U's at your unit because you decided to move without having a unit to move to.
To be absolutely clear, this is completely, absolutely YOUR fault.
You should never have moved without having already been accepted into a unit at your destination, and had assignment orders in hand. You can't expect to just show up in another state and expect units there to do all the work for you. They didn't ask for you. You don't belong to them. They owe you nothing. They are not obligated to try and adopt you like a lost puppy.
Your unit in Texas IS your unit. They have not released you. You belong to them. If you were Active Duty, you'd be AWOL right now. You have no idea how lucky you are that your unit is dragging you over the coals. Do NOT come on RP angry in a few months when you don't have a good year due to all the U's you rack up.

You are still assigned to the unit in Texas since there are no slots available in GA. Before you moved, you should have spoken with a Retention NCO in TX to do a search for available slots. Then, you should have initiated a transfer request to go from a TX unit to a GA unit. All of this should have been done, again, before you moved to GA. You are not getting assistance from any GA unit because you are not assigned to any GA unit. You are still on the books for your TX unit. You are going to need assistance from your TX unit. As for your PHA, all you need to do is call LHI and get that arranged and that issue will be taken care of.

Filing a complaint will do you NO GOOD what so ever. All correspondence (email, phone, etc.) will need to be done with your unit in TX.

This is a learning lesson for you. The next time you want to move, you need to do research to see if there is a unit that has your MOS and an open slot for your MOS and rank. THEN proceed with a Transfer Request process.
