I currently commissioned as an Engineer Officer. I was suppose to be an end of camp commission, but due to covid I was not commissioned till September 2020. I wanted to branch Medical, per my civilian side and applying to Physician Assistant graduate school programs. Is there a way to transfer branches as I have not been to EBOLC yet? The OSM has not been much help in getting back in contact or answering questions.

I would talk to these people. It looks like you could attend EBOLC and then apply to have the Army send you to their PA school. https://recruiting.army.mil/armypa/becomePA/

National Guard? highly unlikely since they have already invested considerable time and $$$ into you and are going to want some return on their investment. Unless it's changed, you were commissioned to fill a particular slot with a unit they're not going to want to send you to a different BOLC. You'd probably have to find a unit with a vacant medical slot willing to take you AND get your current unit to release you.
