Can you be forced to sign a non-recommendation counseling for not going to a promotion board in your secondary zone?

My buddies new 1SG wants every SPC/E4 to be given a non-recmmondation Counseling for not wanting to go to a promotion board in they're secondary zone. Especially since he's a newly promoted SPC and he's already getting a counseling for this

Whats the plan of action? Id put a nice rebutal in the comments section, but not signing wont do anything for you

Counseling’s are not punitive actions. It’s written statement saying you’re not being recommended and why. He doesn’t have to sign it, it makes no difference whether he acknowledges it or not, he has been counseled.

Too easy to play that game. Write the non promotion counseling but put in the reason as because of their TIG and TIS needed to meet recommendation for promotion/promotion board appearance. Plan of action should be comments about what they can sustain and improve in their performance for when it’s time for them to go to the Board, so that way they’re receiving proper guidance and mentorship and they’re ahead of the curve.
