Since my uniforms have phased out since my ETS, will I be issued new uniforms when I transfer from IRR to the Reserves?

PFC Jorge Aguilar - You have to get there before the unit Supply NCO can order your uniforms.
If they happen to have the right size on hand they can issue that and the order will backfill, but reserve components are not authorized to have shelf stock of uniforms, so you will probably be waiting.

How far are you from the drill hall? If close enough see if the unit admin (if you have one) is working during the week. You might be able to go in and be issued your TA50 and order uniform if you need it. Or you could drive to the closest military base and buy a set of acu. PFC Jorge Aguilar

Yes you can request new issue. You need to be assigned to the unit and provide the supply person your sizes. Units no longer maintain uniforms or ta 50 on hand so it will need to be ordered. Expect it to take about 30 days to arrive. (Not all unit supplies have access, they may have to forward the request to higher command.)
You’re not the only one in this situation. I had a SM come out of the IRR last year who trashed all his uniforms after active - I was able to order him 2 pairs of uniforms. He wore civilian attire until the uniforms arrived.
The regulation allows for reserves to de-ex or reissue uniforms every 4 years if unserviceable. There is no clothing allowance for regular TPU Soldiers. We use an online supply system called KYLOC.

My son was active and went reserves. He had OCPs and was still issued new uniforms.
