I'm working on a research paper - and would like to hear from the field.  

Of all the capabilities that the Generating Force provides the Army - which capabilities should be kept, regardless of the final end strength?  Historically - which capabilities have been kept?

Initial thoughts for me are:  Research & Development; Professional Military Education; Initial Entry Training.

Sir, 


I feel the most important things to keep with the small
numbers we are aiming at would be a well trained and experienced reserve force
backed by an experienced and large IRR to pull from in preparations for the
next national emergency.  The second
thing we should keep is enough of each combat specialty on duty as to not lose
the skills as an army and finally we need to keep our defensive strength capable
by keeping the MI, CI and Cyber numbers filled to a place that enables their
mission.
