Can an interservice transfer be conditional upon acceptance into the Navy CEC program?

I want to apply for the Navy CEC program, but I am currently in the Army National Guard. If I have an approved DD368, do I have to transfer even if I don't get accepted into the CEC program?

No, thats the conditional part. It's approved upon the condition that you are approved into another program.
Now, if the program requires you be in the Navy in order to apply, then you have to transfer and then apply

The program is a Naval Scholarship Program. You can apply as a civilian, but because I am in the guard, I can't apply without a conditional release. If I submit the DD368 and it is approved, I think that if I am denied entry to the program, I can just stay in the Guard. I don't want to put myself in a bad position and be denied entry to the program but still have to enlist in the Navy. If I don't get accepted, I want to stay where I am in the Guard.

Also make sure your BS in Engineering degree is from an ABET EAC accredited school. ABET ETAC programs don't work. You didn't mention whether you're seeking AD or Reserves. There are different accessions officers who handle their programs. I've been out of the accessions business for 6 years but remember both sides have an interview process as well, including one from an O-6. I did a number of those. If you don't pass that sniff test, you won't get approved.
