I got on with a pipeline company right out of the army. The fuel handling experience with 92f helped me get hired on.

The first thing I would do is find someone in the civilian world doing the job you want to be doing, and get their advice. If you want to stay in your current line of work you should search job listings for the type of job you want to work, for example one like this:
http://www.simplyhired.com/job/fuel-truck-driver-support-assistant-seasonal-job/oregon-employment-department/ls6tgszkwb?cid=egetujyzlkbgobxixcnesdcpjymfjkol
For this job your going to need at least the following:
1. Class A CDL with Tank and Hazardous Material Endorsement with no Air Brake Restriction.
2. Valid D.O.T Medical card, safe driving record
The important thing is understanding what a potential employer is looking for and making sure you have it.
Once you've met all the requirements and described how your background and experience is relevant to a job like this you should be good to go.
You may also want to check out USAJobs, especially if your interested in working someplace like Guam.
