Does a campaing star on the GWOT-EM notate each deployment or each campaign?

For example someone was deployed ISO of OEF but was on that same deployment through OND. Is that person authorized the wear of a campaign star?

After 30 Apr 2005, the GWOT-EM was discontinued when the Iraqi Campaign and Afghani Campaign medals were created. So, if the person deployed well after that date, they would be eligible for the GWOT-SM and whatever country campaign medal they served in. But, there are no devices authorized for the GWOT-SM. But, double check AR 600-8-22 sections 2-18 and 2-19
