When I was in we where told that we could stop at a gass station to get gass but if you had to shop to bring civilian clothes and change into them. And then there is the displaying of dog tags while at a bar. If you can't wear your uniform at a bar why have your dog tags out.

For Army, it depends mostly on the local post policies, and those are usually force protection in nature. Generally, it has always been permissable to do minor, quick stops to purchase something on the way to and from work (ie buying gas, picking groceries or dinner), or quick errands (ie lunch, post office, etc) during the duty day. Since the start of GWOT, Army has taken the stance where they want to be more visible to the civilian populace at large. Remind civilians that we are at war and these are the folks who protect you kind of thing. However, you shouldn't be out in uniform (particularly ACUs) on the weekend hanging out at the mall.

As for dog tags, those are not purely military anymore. I've seen folks wear them as fashion accessories who I KNOW are not in the military.
