I in-processed at Abn school and ran into another Prior Service i knew that wants to go to 173rd and I want to go to Bragg. He is 11B and same rank as me as well. Is it easier to do the assignment swap since we're both in the same location currently ?

You can call your branch and ask if they will swap the two of you. If he's a prior service who is an IET Soldier like you, your branch may swap you. Assuming you are both the same rank, and the same eligibility to move. However, if they are a currently in service Soldier attending BAT while TDY enroute, then it's not possible.
As for the "swap" you may have heard about, it's referring to AR 614-200. Both Soldiers have to agree to pay all PCS costs to swap an assignment. Chances are that SPC isn't looking to buy his own plane ticket and spend thousands of dollars moving their own vehicle, equipment, and household goods

also he doesn't have a POV and anything to move, im the one with a POV and stuff to move i could easily drive to bragg from benning that's why he wanted to switch

SGT (Join to see) he has his body, all of his equipment and personal belongings to move. That's thousands of dollars he would have to pay to ship overseas plus the plane ticket. Thats if you put a 4187 to your branch to swap. Ops can't help you either, they have nothing to do with your assignment.

SGT (Join to see) no, your commander can't do anything. No one there can do anything. Branch is in control of your assignment and they are the only ones that can move it. If you're trying to get them to switch an assignment for you under the table, you'll want the other person to email them as well from their military email.
Again, remember this is not an assignment swap. An assignment swap is requested by a 4187 and both parties agree to pay all PCS costs out of pocket. That's not what you're asking for so avoid using the term "swap" in your email.
