What guidance states that completing Advanced Leaders Common Core in 2013 makes you grandfathered in/not having to take SSD 2/DLC 2? I was looking for the specific policy/memo/pam/etc... that states that ALCC can be used in lieu of such or the policy that states otherwise. Thank you!
