What reimbursement/allowance may Soldier affected by Covid-19 during PCS qualify for?

I'm asking this because Soldier already signed out post and was held in the old duty station due to Stop-Movement. HHG and POV shipped already. I read ALARACT 026, 028 and 029, I realized the Soldier does not qualify for TLA, HDP-ROM or per diem. The ALARACT indicates that the HDP-ROM is only payable when the Soldier remains assigned to the same permanent duty station, same to the TLA. So the Soldier has actual hardship but will not get any allowance under this circumstance. Please correct me if I'm wrong. Thanks battles.

I am going to make a strong assumption that the Department of the Army will get with DFAS for policy, guidance, and implementation. It will be disseminated down to the post levels for HR and Finance to execute emergency entitlements. I highly suggest to ask for emergency orders for proof of status for entitlements. I can't see those old grey haired generals not giving relief to those who are stuck in limbo. The main effort is getting those emergency entitlements and finding a unit to report too. Secondary is finding a place to live. Third is setting up arrangements like school. You should ask for advanced DLA. I don't know if you will get it. Good luck everyone!

What hardship does the Soldier have? To get those entitlements you need to meet certain criteria AND be in a specific status. You can not be in a travel status (PCS, TDY) for HDP-ROM. Additionally, a "cost" must be incurred for HDP-ROM. Where is he being housed right now? Barracks, Gov family type housing? Is he paying for this? I doubt your unit would recall this Soldier and not have a place for him or her to stay.
