Are soldiers allowed to be smoked if they do not achieve an APFT standard set by the squad leader?

There is only one standard. 60-60-60. Is it good, no, but it is THE standard. Pretty simple, almost like there's a regulation and manual for it.......

SFC Casey O'Mally - There's a difference between failing a standard and not meeting a goal.
Not meeting a goal is more "cmon man lets help you improve so the whole unit will be better" or "we need to rethink how we run PT if people aren't meeting the unit goal"
Failing a standard is "here's your counseling, do it again and you're gone"
