You have to use money as a weapon system, it impacts the behaviors and tends to shape the environments. We have various other non-lethal measure as well that can turn the people.

Naturally, CSM Michael J. Uhlig. This is why one of the most overworked assets in the USAR today is our Finance Detachments and Battalions; they are the ones who are facilitating and managing the cash until it leaves to change hands.
