I am currently an Active-Duty Sailor interested in applying for Naval OCS as a Naval Aviator but I am also interested in applying for Air Force OTS as a back up if I cannot fly for the Navy. I am looking to go Air Force would I have to wait until I am off Active-Duty or can I get a conditional release if I get picked up for Air Force OTS and if so how can I get one?

Contact the USAF recruiter. They will know, or they will find out.

If you have a degree and are physically qualified, check with a Air Force recruiter. Also check with your personnel shop. IIRC, 27 is the age limit for pilot training. I had a friend who went enlisted AF to Navy AOCS after he separated and received his degree. Was an S-3 Viking crew dog and retired with two stars.

In all likely hood no one here can answer that question. Maybe you should ask an office where than take OTS Application. They probably have an online link some where
