Is there a way to DX, RFI issued uniforms (Some issued new, some issued used)?

A lot of us in our unit got issued "used" RFI uniforms/uniform items before our last deployment to Afghanistan. We usually turn them in the past due to UCP being what was worn in garrison and OEF-CP/OCP was for combat tours. Some of our uniform items at least were clearly used from a previous deployment but at the time deemed serviceable by the RFI facilities standards. Now, a lot of Soldiers have payed a lot of money repairing the uniforms to keep them serviceable.
For example, I paid over $50+ (on and off post services are charging regardless) in replacing the hook and loop alone on one of my cold weather soft shells because they would no longer hold onto my unit patches, flags, names tapes and rank. CIF facility says that they are not responsible for RFI issued gear. RFI facility says they only issue gear to deploying units, does not DX worn out uniforms and that is a CIF problem. Since UCP (only certain uniforms like A2CU and cold weather are still authorized via ALARACT 068/2019), OCP are all authorized in garrison, does anyone know where to start with so I can get these guys to properly swap out there gear for new or at least serviceable ones, without having them spend a ton of money to purchase new ones themselves or repair them? I can tell you a brand new authorized set (top and bottom) for the A2CU can easily cost over $150+ before buying other specific uniform items authorized to be worn with the A2CU.
Plus, the LWOL jackets most of us wear are $500 a piece. You have to wear flame retardant or 100% cotton under shirts, underwear, socks and flight approved boots with this uniform to be worn correctly.
