What benefits are available for wife of veteran?

Not sure if this is appropriate. I have a friend who was Air Force and stationed in Thailand during Viet Nam era. He did not retire. His wife has huntington disease and must go into care. He can't afford it and is outside Aid and Attendance. Is there any help/guidance you might know about? Thanks.
