When does the new Rifle/Carbine Qualification take effect?

The new Carbine marksmanship qualification introduces standing position, reloading, and speed to transition between positions and targets. It is more realistic representation of the operational environment. I know that the new qualification started in October 2019, however when does it officially replace the previous 3 position qualification. If both are still acceptable how is it recorded on the new DA form 7822 as the old DA Form 5790-R has been replaced.

I believe this becomes the qualification of record 1 OCT 2020. See the last paragraph in the article below.

Is there a new rifle? I remember with an M1 you had to thread your arm through the sling and so on. But, when firing an M14 you didn't have to.

We're still utilizing the M-4 Carbine and M-16 Rifle, the qualification has changed to be more in line with current operations.
