para 3-41(f), AR 623-3
When an NCO is accepted for Warrant Officer Candidate School (WOCS), a “Change of Rater” NCOER will be prepared with a “Thru” date that is the day before the warrant officer departs for WOCS. If an NCO does not graduate from WOCS, the time will be counted as nonrated time (code S) on the next NCOER. Upon appointment as a warrant officer, the warrant officer’s first OER, which will begin after completion of WOBC, will have a “From” date that is the date of appointment.

The reviewer wants to hold onto it and sign it once I get back from school. Trying to get some clarification because I have heard late NCOERS are an issue during school.

If I failed for some reason, my new NCOER should be generated with an a school code and have the new thru date of my school start date. That is how I interpret it.

SSG McKee, taken from my RFO in regards to instructions for WOCS:

"Candidates require a change of rater NCOER if last NCOER is more than 90 days old (reference para 2-4, AR 623-
205). "
