How long should it take to process leave?

I requested Leave 70 days in advance because I work in a hospital and wanted to beat the schedule to avoid a huge headache. Also i wanted to make sure I could resubmit before my schedule came out should it get denied. Today I found out someone sat on it for a 30 days and hasn’t even been submitted to the orderly room for processing.

I was also informed today that I’m being moved to a new ward because they need people. I brought up my requested leave and I was flat out told by my soon to be new NCOIC he knows my leave won’t be approved because he will not be recommending for approval because of staffing on the new unit.

My old floor could have supported me taking leave and was already making the schedule around my leave dates, what can I do? I feel slighted and tbh I’m burntout. I haven’t taken leave in 18 months cause I had no reason to and now I got screwed the one time I wanted to take leave.
