I’m in the process of doing an IST from California to Arizona. How long does an IST usually take after turning in my gear to CIF?

Would I still need to drill with them until my transfer gets approved ? I just had my 2nd child so it’s a lot harder to travel.

The process is complete about 2-4 weeks after you swear in to the new state, and sign that form.
That form is required to code you in to AZ ARNG and discharge you from CA ARNG.
Getting to this last step can be quicker if you have taken action on your part.
Are you in contact with a specific unit in AZ that you will transfer to, and can you show up there to do some paperwork? If so, then the process is about 6-12 months faster than relying on IST Managers to get around to finding you a new home and complete the transfer.

I contacted the IST coordinator from AZ and he said the first step would be turn in my gear in before they can find me a unit. I’ve tried contacting units around me but no luck trying to get a hold of anyone.
Also, my contract is over in November and I still haven’t decided if I want to re-enlist or not, van that be a problem?

ISTs are supposed to require 12 months time remaining, though that is rarely checked. CA ARNG routinely gets ISTs that need to extend because they only have 2-3 months remaining.
What is going to be a problem is all of the drills you will miss in the interim.
You need to stay in contact with your losing unit, you need to request an Authorized Absence a few weeks prior to every scheduled IDT and AT.
Unless you walk into a unit in AZ and arrange to SUTA with them until the IST goes through. And that SUTA is your responsibility to request from your losing unit, and send back after each SUTA is complete.
Your other option is to tell your losing unit that you have decided to ETS in November, you cannot attend drill anymore because you moved to AZ, and request transfer to the ING until your ETS. That will require your signature on a 4187, and probably an ING counseling statement. Then you can just ETS from CA ARNG, and if you decide to go back in, call an AZ ARNG recruiter.
