When you are under investigation you are required to be flagged in accordance with AR 600-8-2. If you are promoted during a period you were supposed to be flagged, the unit is required to rescind the promotion until the flag is removed. If the flag was cleared favorably, your rank will be reinstated. If it clears unfavorably then the promotion is revoked

I was prior enlisted E-5 commissioned 2LT on July 12, 1976 and due to automatic promotion cycles (as was the norm in the 70s, depending on who you slept with), I patiently paid my dues at 20th NORAD at Ft. Lee AFS, VA.
In April of 1983 a LTC filed an IG complaint that I should NOT be promoted. He contended that when I turned down a remote to Osan, Korea and another joint spouse transfer to White Sands, NM, I should resign from active duty as a 1st LT on 11 July.
There is one thing I learned in the air force and is still true today in the VA - “You gotta learn how to work the system.”
The old school way.
The IG investigated his allegation for a few months which as time went by, 12 July 1983 was fast approaching. There was one humbled LTC when the letter from IG arrived ON July 12 and I, as Captain Patton, maintained my military bearing 8 months pregnant sporting smug-yet-cordial Cheshire cat grin. I brought celebratory donuts to work before leaving active duty to USAF Cat H Reserves Liaison Officer for the USAF Academy and joint-family PCS move to Kadena AB, Okinawa.
Whew that's a mental load off my shoulders venting this angst and stress. SHOUT your pissed-offed-ness issues, find a microphone and bribe your friends then just tap into feeling that are buried alive but they never die. Heal your being and let the rest of us beings be.

Investigations usually come with a FLAG until the investigation is over. And if the investigation comes back showing no fault on your part, then the FLAG is lifted and promotion is then moved forward. On DA Form 268 (Suspension of Favorable Actions), the code for Commanders Investigation is Code L.

1stSgt (Join to see) - Official DOR was 1 Oct. Pinned 2 Nov as my Commander (who was my XO from our previous unit) wanted the honor of punching me in the chest.
