Why isn't AFN in every city on the Cable/SAT networks?

I'd really like to see the AFN channel on my local cable provider list. Why has there not been more of a push for this? Mostly to keep not just us, but the rest of the Nation updated. I understand the programming is not that great, but there is too much basis on the news channels.

Adverstisements/commercials are probably the main reason. I am not a PAO guy but I would think that AFN gets the programming for free/low cost based off it being just for the Armed Forces to view overseas.
