What does it mean if your packet with USAREC is pending second level quality control?

Got an email today that states: The Warrant Officer Recruiting Team has received and processed your warrant officer application on November 15 2019, your packet is with USAREC pending second level quality control.
Does this mean the packet is now with Proponent?

These commissioning boards have multiple checkpoints before your packet sits beforethe actual board. The first one is usually the person who is the POC listed on the MILPER message. They do the initial kick backs for missing signatures and docs. The second level is the one before the board happens and they go over it more intently. I don't know if this happens before, after, or concurrent with the proponent release though.

Yeah I got my initial kick back for correction and re submitted, then I got that email so I wasn't sure what step I was at.

It’s with the final quality control for accuracy before it goes to proponent. They’ll let you know when it’s been send and approved by proponent as well.

Thanks sir, I spoke with HRC today and they are going to try and get my packet to the board that’s currently convened. If that doesn’t work, then I’ll wait until January lol
