Active duty transfer to IRR -Board of Inquiry?

If a reserve Marine officer gets a show cause order to appear for a BOI but is released to the IRR two months prior to the BOI, can the CG of the active duty base still maintain jurisdiction over him in order to hold the BOI. There are many issues here, but i'm looking at a jurisdictional one at this point. If anyone has any insight, I would appreciate it.
