What do you suppose the reasoning is behind "Stolen Valor?"

I know we have all seen "CSM Davis," the "Master Guns" with the SEAL Trident on his pot belly, and the MSgt with every ribbon/badge known to the Air Force. But I'm also talking about the SGT wearing SFC rank or the ARCOM recipient who wears the MSM he feels he should have received.
