Can a commander from an old unit send or disclose information about an article 15 that is in the restricted portion of my OMPF to my new command?

Your old command can't go ahead and share that. However, if it's requested as part of an investigation, the request is sent directly to iperms. This would be similar to your previous command forwarding your previous NCOER, which is unauthorized as well under the same regulation

SSG (Join to see) if you look through the forums here someone posted a question once about command requesting a copy of your old NCOER. Someone posted the reg.
But as for information in your OMPF, it's in the reg 600-8-104 about who can request restricted info and when

No. An item in your restricted fiche of your OMPF is not allowed to be shared by anyone, unless it is requested as part of an investigation. As SFC (Join to see) said, that request must be sent directly to the personnel who handle iPERMS and OMPF - Army HRC.

And the request has to be signed by an O6 commander
