If i reclass before 3 years at my first duty station do i have to pay for the PCS move myself?

That's just crazy talk!
The only time you are required to pay for your own PCS is if two Soldiers request a swap and it's approved by HRC. It's not something that anyone ever does.
If you reclass you'll attend training at a PCS length school or in a TDY enroute status while PCSing to your next duty station. You'll receive all the entitlements and benefits associated with that.
Any time the Army directs you to move, you are entitled to compensation.

SSG,
I was told by another shops NCO that because i have not been at my duty station for 3 years i would have to pay for my own move if I were to reclass, or join SF.

If you are on orders to pcs. You will be conpensated. I believe in another thread it wad mentioned that dislocation allowance will only be paid once a fiscsl year. Minimum assignment length is 2 years. Unaccompanied hardship tours are 1 year.
