I know they’ll do a rhinoplasty if there is nostril issues. But how do you request oral/maxillofacial surgery? I know there’s a such thing as the teeth straightening surgery, which is an alternative to braces. And the Army doesn’t cover braces unless there’s jaw problems. I don’t have jaw problems but I do have a tooth that cuts into my lip.

Have you spoken with your Dentist? Chances are this could be fixed with either a little shaving of the tooth or a tooth extraction.

You don't. If there is a maxillofacial surgeon available and you warrant it, your dentist will refer you. Just like if there's an orthodontist available and you warrant it, they'll refer you.
