Can the husband be designated as the primary caregiver of a child? I’m asking because my unit is basically trying to tell me that I have to be the secondary caregiver but the regulations aren’t very clear as to what the qualification factors are.

There has to be unusual circumstances to qualify as the primary care giver, ie, death of the birth mother, sole custody. Paperwork would have to be filed as well. If this is not the case your unit more than likely is correct. The mother being a civilian doesn’t qualify you as a primary care giver.
