Next month, I will be dropping my REFRAD to begin the ETS process. This will place me a year out from my ETS date of 28 Aug 2020. This morning, I received notification that I have an RFO with a report date of 6 Jan 2020. I still plan on dropping the REFRAD, but will this cancel my orders? Or will I still PCS and then ETS from the new duty station?

If you do a refrad and it gets approved, you won’t be able to PCS, you will remain at your current duty station until your ETS.

Orders will not be cut if the REFRAD is approved. I've seen the same scenario multiple times.

HRC has to decide to REFRAD you. They could choose not to let you go, or ETS you at your current location.
