No you don't, but your RCP as an E3 is 5 years, so if you have more than 2 years TIS you will not be able to reclass. In your case, the best option is to extend 12 months, once you are promoted you will be back in your reenlistment window and eligible to reclass. You don't need to be in your reenlistment window to reclass, but in your situation that is how it works out.

To add to what I already said, just get with your Retention NCO to see your options.

All depends on the In/Out Call for MOS's and what MOS you want to reclass into....but generally no you don't have to be a SPC to reclass.
