Do dual military soldiers who are only get one BAH rate? Should they both get BAH?

I have read over multiple AR's but I can't seem to find it in black and white stating that both should receive BAH. From my experience one should receive dependent rate and the other should receive w/o dependent rate. Just want to go to S1 with black and white writing if anyone can point me in the right direction Thank you

Both Soldiers receive BAH at the without dependent rate. Once they have a dependent, only one can receive BAH with dependent. Shame on that S1 to not know this, their SR HR NCO has failed them....
