Who do you tell, the IG, the Chaplain, Base Commander?

A Marine Pfc is stationed at a non-Marine post with a security detachment. The young troop is being harassed and discriminated by his team mates, both Marine and non-Marine, I'm guessing that his supervisor may either be involved or has his eyes closed. What are his resources?
