If someone passed the E6 board and received their signed board proceedings, but never met the TIS requirements, is the board still valid? Once he passed the board and his board proceeding was signed by his BN CO, two days later S1 tried to update his ppw and saw the lack of TIS. So was this board for nothing?

They must meet TIS and TIG.

Understood. It’s just funny how S1 failed to catch it and for him to go through the board process and passed is just crazy. Talk about “oops we made a mistake and your P no longer is valid.”

If the soldier doesn't meet the basic requirements of TIG and TIS then yes it is invalid and will not be promoted unless it is a battlefield promotion which I haven't seen one in a long long time. lol
