My vote is on the Ukraine Pro Russian Separatists

The uniformity from the new style well blacked boots and matching camo pants, coat, and cap, standard issue brown leather belt to the tactical gear says they are actually active duty troops for a country just stripped of rank and unit identifiers.

The balaclava is standard issue for 'it's not me' which wouldn't be the case for actual troops of any country doing their normal job, Ukraine or Russian.

I can't confirm those silver colored tubes are anything more than wood stick with a metal threaded cap.

This is the first photo of Regular Russian Marines in (former) Ukraine occupied Crimea, before Russia annexed it last year.

All of the above except DFAC contractors... they wear whites.
