My understanding of a bar is that it is not punitive in nature and more so a tool used to push a soldier to improve. I've read so many contradictory things and am a tad confused.

I think you're referring to the 8K HQDA Directed Bar for failure to complete SSD.
You can find it on the ALARACT message that announced the change from CLI to MLI last year. There's a copy of it on the HRC Enlisted Promotions page ALARACT 114-2017

From what I have seen with the Kansas Army National Guard, if you take the bar to reenlist, your days in are numbered especially if you have 20 or more years.

I'd try to find a career counselor and get into AR 601-280. You're right about the bar though, it's used to rehabilitate a Soldier.
