If an NCO is past due for a deployment NCOER, and now needs another NCOER, which one gets completed first?

I have a new NCO that left for deployment and came back. He is owed an NCOER from that deployment and hasn't received it.
I now owe him, an NCOER.
Does his first NCOER have to be done before I do his second?

No, you do not wait on the previous NCOER before you do the next one. You complete yours now, and chase down the previous one from the BN he deployed with.
You chase down the previous one by having your BN CSM contact the CSM of the BN your NCO deployed with.
If the deployment was with the 184, email me the name and I will chase it down.
