Anybody have experience with an exception to policy packet for SLRP incentive?

The incentive was part of my original 6x2 enlistment contract. I got it for 38B MOS. I completed the 6 year obligation and direct commission 4 months before completing year 7 of 8 total. Nobody in my unit seems to know anything about completing and submitting the packet nor does local retention.

Received 20K SLRP in 2007 upon enlisting into Army Reserves. Before commissioning JAN 2016, I spoke w/ SLRP team who informed me that as "long as I stayed in good standing with the reserves, my loans would keep getting paid annually."
I asked via email for a 1 mo extension to get all the documents in, which SLRP had no problem approving. There is an appeal process to dfas, which took ~3-4 mo. My Cmdr had to approve the appeal docs, and then I emailed the paperwork with high hopes.
Background: Loans repaid in 2016 and 2017 @ $3,000 / yr. Then in 2018, I got an email stating they wanted $6,000 back bc I was "ineligible as there was no addendum added to my officer contract."
Currently, they garnish most of my reserve earnings, which is quite unfortunate bc instead of getting 5% matching TSP contributions, I'm only getting 1% from the Army.
