If a soldier goes to ALC for his/her MOS, and then reclass was to a new MOS, do they have to go to the corresponding ALC again for their new MOS before they can go to SLC? Which regulation would cover this?

No, they have completed the required NCOES for promotion. You won't find anything that says you don't have to attend twice, because a regulation can't answer every possible answer, just the most common ones.

There is only one PLDC or ALC initially. For E-5 and above ANOC was the next phase I believe and once you reach E-7 there is advanced level or masters level training for Senior NCOs E-7P through E-9
