What happens to the fully qualified SSG promotables from the 2017 list once it expires?

The 2017 SFC list is about to expire and I’m getting conflicting information as to what happens to the SSG promotables who have been to SLC and have completed all required qualifications for promotion if they haven’t been selected?

If they are fully qualified then their sequence and name should be selected one of the months before the list expires.
